It is estimated that 18 percent of people with severe mental disorders are placed in residences where they are supervised either by paraprofessionals or people who are untrained in this field. Mental health professionals consider these residences too dysfunctional to adequately serve the people under their care. The problem continues because there is a lack of adequate care available for people with mental disorders.
