ratio of volumes of 30%:60%
=(60-40):(40-30)
=2:1
Total volume = 30 litres, so 20L of 30% and 10L of 60%.

Alternative:
Let X=volume of 30% acid.
then
0.3X+0.6(30-X)=0.4(30)
-0.3X+18=12
X=(18-12)/0.3=20L of 30% acid
Volume of 60% acid=30-X=30-20=10 L
