At a temperature of 30,000 Celsius, the molecules that make up the air would have more than enough energy to become ionized. When a gas becomes ionized, it is known as a different state of matter - plasma. The air in the path of the lightning bolt would be heated sufficiently to have a phase change from gas into plasma, so we’d find it as a plasma.
