“Average rate of change” is the fancy way to say “slope.”
Sketch a graph and put two points with the same y-value, say (2,5) and (7,5).
How much rise is there between those two points? Since they have the same y-value there is no rise at all. You have a horizontal line.
The slope of a horizontal line is 0.
