Lincoln famously said that if he could preserve the Union by freeing all the slaves, he would do it, and if he could preserve he union by freeing no slaves, he would do that. ... Emancipating the slaves meant bankrupting slave owners.
Border states—slave states that stayed in the Union—might strongly object to freeing all slaves during the war. Such a move might convince more people to join the Confederacy.
