The answer is D. prevent United States involvement in European wars. The U.S. was still recovering from the effects of World War I.  Many Americans did not want to be involved in another global conflict.  As a result, they adopted a policy of isolationism.  Eventually the U.S. got involved in the war after the Japanese bombing of Pearl Harbor.
